U2S4B03F19N002 – ?, Jim Long and Larry Morris

We would absolutely love to know what is happening in this photo. We know who the two gentlemen on the right are, but the fellow handing over a check to Jim Long remains a mystery. I have looked everywhere to identify this event, and the man with the check, short of running his image through the FBI database (don’t think I haven’t considered it!). Any suggestions would be appreciated. As you were, internet friends.
